Yes, it is strange, we will check it out soon.
As a temporary solution, I will suggest to create a custom content actions for each small umlaut:
- Use Insert Symbol dialog to get desired symbols
- Call Edit > Custom Content > New Custom Content...
- copy umlaut symbol to "Content" field
- Set hotkey in "Hotkey" line edit box
This will help you a little bit.
